National Marine Fisheries Service (NMFS) is dedicated to stewardship of
our nation's living marine resources, and the habitat on which they
depend, through scientific research, management and enforcement. NMFS
provides effective stewardship of these resources to benefit the nation,
through domestic and international programs supporting coastal
communities that depend upon them, while providing safe and healthy
seafood to consumers and recreational opportunities for the public.
This position is located in the National Marine Fisheries Service
(NMFS), Office of Sustainable Fisheries, Regulortory Services located in
Silver Spring, MD. This position will be filled under the Department of
Commerce Alternate Personnel System (CAPS). This system replaced the
Federal General Schedule (GS) pay plan and structure. Under CAPS,
positions are classified by career, pay plan, and pay band. The ZP-2 is
equivalent to the GS-9/10 and the ZP-3 to the GS-11/12.
Salary Range for Silver Spring, MD
ZP-2 $51,630 - $73,917
ZP-3 $62,467 - $97,333

The incumbent is assigned to the Silver Spring, MD, Office of
Sustainable Fisheries, Division of Regulatory Services, with the
National Marine Fisheries Service.
ZA-02: This position is responsible for editing living marine resource
documents for grammar, syntactical organization, logic, and style for
publication in the Federal Register (FR). These documents are also
edited for format and other requirements as outlined in standard style
manuals. Writing or rewriting segments of the document to meet
publication schedules. Disseminate publication scheduling to authors and
acts as the Agency's Alternate Liaison Officer with the FR. In this
role, the incumbent acts as the authority on clearing all editorial
changes that are mandatory to expedite publication and negotiate
editorial changes with authors and the Office of the Federal Register.
The incumbent will assist in the Clearance Unit and perform duties that
include: reviewing and clearing Fishery Management Plans and related
regulatory documents, notices, emergency actions, issues advisories,
certain National Environmental Policy Act-related actions, and certain
other fishery management actions to confirm that regulatory packages
have been properly prepared by Regional, Council, or Headquarters staff
in accordance with current NMFS guidance, Magnuson Stevens Act,
Sustainable Fisheries Act, and other related laws. The incumbent will
provide accurate and timely information on the status of the Fishery
Management Packages as well as update spreadsheets for tracking the
status of the packages.
ZP-03: In addition to the duties above, the ZP-03 incumbent will provide
training to document drafters and new staff to update and improve their
skills on the regulatory process.
